New procedures are being introduced for government procurement. The corresponding amendments to the law "On State Procurement" were approved by Shavkat Mirziyoyev on November 27.

The document passed the Legislative Chamber in July and received Senate approval in September. It introduces a simplified procurement procedure without announcements if the value is below a certain threshold.

Customers will compare prices from open sources or obtain them upon request from at least three potential suppliers of goods (services, works). The contract will be awarded based on the lowest proposed price.

The cost of state procurement through the simplified procedure must not exceed 25 BRV (9,375,000 sums) for budgetary purposes and 50 BRV (18.75 million sums) for other customers. During the financial year, procurement can be conducted for amounts not exceeding 500 BRV (187.5 million sums) and 1000 BRV (375 million sums), respectively.

Additionally, the conditions and procedures for organizing two-stage state procurements are outlined. These are conducted for large contracts where, in addition to price criteria, quantitative and qualitative assessments of technically complex goods, works, or services are used in the selection of the contractor.

In a two-stage procurement, the contract amount must be no lower than 6,000 BRV (2.25 billion sums) for budgetary purposes and 25,000 BRV (9.375 billion sums) for other customers. A commission of at least 7 people will be formed to conduct it.

Announcements and procurement documentation must be published at least 20 working days before the end of each stage. A maximum of 20 working days is allocated for reviewing submitted applications.

Multiple customers can conduct centralized procurement of similar goods and services through a centralized procurement authority, which will be determined by a Cabinet decision.

Moreover, the state customer will have the right to enter into a framework agreement with several winners of the tender or selection. The duration of this agreement will be from one to three years.
