Shavkat Mirziyoyev approved measures to support local producers and create opportunities for them in the field of public procurement on December 3. The decree has been published in the Lex.uz database.
Starting from January 2025, the implementation of a producers' ecosystem has been ordered. Within this framework, it is planned to develop an industrial map of producers by region and product, as well as to organize a free marketplace in both B2B and B2C formats.
State customers will prioritize purchasing goods from participants of the ecosystem. Exceptions are made for purchases within projects implemented with the involvement of international financial institutions and foreign government organizations.
A system called "tadbirkorbay" will also be introduced in the area of public procurement. Employees from economic and financial authorities, treasury structures, and assistants to khokims will work directly with producers and provide them assistance in public procurement.
Offers from all enterprises will be published simultaneously in all electronic public procurement systems. Payments for auctions conducted in the format of an electronic store and reverse auctions will be proportionate to the volume of goods supplied.
Producers with high and medium stability ratings will receive a 50% discount on the commission fee for participating in all public procurements. They will also be exempt from additional deposits when participating in procurement procedures.
A scoring system will be implemented to assess the activities of enterprises involved in procurement procedures. Evaluations will be calculated automatically based on data from electronic information systems.
A procurement reform group will be established under the Ministry of Economy and Finance, consisting of active producers from industry organizations. Its task will be to analyze the effectiveness of opportunities in the field and to engage additional potential.
