The Strategic Reforms Agency has prepared a draft Concept for the Development of Night Economy. This was announced by the agency's press service.

The document includes measures for organizing round-the-clock economic activities in designated areas and attracting tourists, based on experiences from both neighboring and distant countries. You can download it for review here.

One of the main issues identified by the Strategic Reforms Agency is the lack of night public transport. In existing gastronomic streets, the ability to create service facilities and hold cultural events is limited.

Additionally, businesses have pointed out the high financial burden due to the requirement to pay for night work at a rate of at least 1.5 times higher than the standard rate. Furthermore, the cost of lighting signs and advertising screens must be paid at a premium rate.

In 2021, entrepreneurs in commercial and entertainment streets were allowed to operate around the clock. However, the legislation does not specify the rules governing nighttime operations.

The concept encompasses 10 action areas, including:

  • the development of round-the-clock gastronomic zones;
  • the organization of night markets;
  • the hosting of cultural and entertainment events;
  • the adaptation of urban infrastructure and the development of night transport;
  • the use of new technologies in the night economy;
  • ensuring public safety etc.

For businesses operating at night, it is proposed to reduce taxes. Budget subsidies are planned for concerts, performances, exhibitions, and festivals within the night economy.

The Strategic Reforms Agency also recommended covering part of the marketing expenses for attracting tourists and providing financial assistance for socially significant initiatives in tourist zones. Grants are proposed for showcasing national culture and crafts.

Furthermore, the concept provides for financial relief for companies in the night economy, particularly the revision of labor payment requirements. Experts advise simplifying the issuance of licenses and permits for them, as well as offering preferential loans.

Infrastructure proposals include launching night buses, improving lighting on round-the-clock streets, and ensuring their surveillance. The Strategic Reforms Agency recommends installing "smart" lights with motion sensors, creating free Wi-Fi networks, and establishing automated car-sharing and bike rental stations.

The document proposes the introduction of a coordinator position for night economy issues. This person will be responsible for interaction between government agencies, society, and businesses, quality control of services, and the functioning of infrastructure.

Another suggestion is to create an electronic platform called "Night City" with information about round-the-clock establishments, events, and public transport operating during the night. Tickets with QR codes are planned to be sold through this platform.
