Additionally, in 300 mahallas categorized as heavy in terms of socio-economic development, solar photovoltaic stations with a capacity ranging from 180 to 500 kW will be constructed. The construction will be based on cooperation, which will create additional job opportunities and foster local economic development.
To encourage the establishment of new agricultural cooperatives focused on the cultivation and processing of agricultural and medicinal plants, significant tax incentives have been provided. From April 1, 2025, to January 1, 2028, the social tax rate for such cooperatives, as well as the income tax rate for their employees, will be reduced to 1%.
The decree also outlines the development of a vocational training and employment system. In vocational skills centers, the following will be implemented:
Targeted training: Starting February 1, 2025, a targeted training system will be launched for unemployed citizens, including those from low-income families, in professions that are in demand in the labor market. Training will be conducted based on employer requests and the needs of commercial bank clients.
Digital monitoring: From March 1, 2025, a digital monitoring system for vocational training processes and employment provision will be initiated.
New training directions: As of April 1, 2025, courses for 12 new professional directions will be organized.
Furthermore, by December 1, 2025, a creative industries cluster will be established based on the Tashkent College of Personnel Management and Labor Protection.
