A tender has been announced for the first phase of constructing the toll road between Tashkent and Andijan.

A tender has been launched in Uzbekistan for the implementation of the first phase of the construction of a toll road that will connect Tashkent and Andijan.

As part of the first phase of the project, the design, construction, financing, operation, and maintenance of the highway section from Tashkent to Angren via the Kamchik Pass is planned, covering a length of 171 km. The concept of this project was approved by the Cabinet of Ministers on January 21.

Participant selection will occur in two stages. In the first stage, companies are required to submit applications for preliminary qualification (RFQ). In the second stage, selected candidates will present their technical and financial proposals. A long-term agreement in the format of a public-private partnership (PPP) will be signed with the winner.

Companies with confirmed experience in road construction are invited to participate. Preliminary qualification applications and any questions related to the RFQ can be sent to the provided email addresses.

The deadline for submitting applications is set for April 21, 2025, by 18:00 Tashkent time.

The idea of creating a toll road from Tashkent to Andijan has been discussed since 2019. The project includes the construction of a new tunnel at the Kamchik Pass. Previously, the PPP Development Agency estimated the toll for this road for a passenger vehicle to be $5–6.

According to the latest data, the project's cost, recalculated for 2023, stands at $4.28 billion. Deputy Minister of Transport Jasurbek Choriyev noted during the TMIF-2024 forum that the project implementation will take approximately six years.

The construction of the highway will be carried out in three phases:
the first phase — Tashkent to Angren (78 km), the second phase — Angren to Pap (93 km), the third phase — Pap to Andijan (143 km).
