Officials have been instructed to reduce spending on official vehicles, furniture, and office equipment.

According to the president's decree, ministries, agencies, and khokimiyats are required to implement the principles of cost-saving throughout 2025.

On December 25, the President of Uzbekistan signed a decree regarding the state budget for the year 2025.

According to the document, the main budget fund managers, the Cabinet of Ministers of the Republic of Karakalpakstan, and regional khokimiyats must take all necessary measures to conserve budget funds and enhance their efficiency in 2025.

Additional expenditures from the state budget and targeted state funds that may lead to an increase in the consolidated budget deficit will only be made with the presence of additional income sources or through the reduction of other expenditures.

Proposals on the following issues are strictly prohibited until the end of the year:

  • increasing the salary levels of management personnel in republican executive authorities (except for increases in the minimum wage);
  • the purchase of official vehicles (excluding special transport), expensive soft furniture, and office equipment at the expense of additional sources from the budget of the Republic of Karakalpakstan, regional, and the city budget of Tashkent (except for those used in education, science, healthcare, agriculture, and water management).

The purchase of official vehicles (excluding special transport), expensive soft furniture, and office equipment using off-budget funds from republican executive authorities is only possible with the approval of the Cabinet of Ministers.

When preparing the expenditure estimates for budget organizations for 2025, a 10% reduction in spending on furniture, office equipment, and material and technical supplies compared to 2024 is mandated (excluding kindergartens, general education schools, and healthcare institutions).

Local government authorities are categorically prohibited from:

  • allowing a shortage of funds for wage payments and equivalent disbursements, acquiring food supplies and medicines, as well as paying for utilities;
  • maintaining additional staff positions at the expense of the local budget and its additional sources without a legal basis;
  • conducting events without clearly defined funding sources.

Starting January 1, 2025, the funding for medical institutions financed from district (city) budgets will be transferred to the financing from the republican budget of the Republic of Karakalpakstan, regional budgets, and the city budget of Tashkent.
