Energy ministers from three countries have agreed on the principles for the implementation of the Kambarata HPP-1 project.

On January 27, 2025, a roundtable discussion was held in Tashkent, Uzbekistan, focusing on the continued development of the Kambarata Hydroelectric Power Station-1 project in the Kyrgyz Republic.

Representatives from the World Bank also attended the meeting, including Carolina Sanchez-Paramo, the Director of Strategy and Operations for the Europe and Central Asia region, and Charles Cormier, the Regional Director for Infrastructure in Europe and Central Asia.

The primary topic of discussion was the collaborative development of the Kambarata HPP-1 project, which is being implemented through the efforts of three countries and plays a vital role in ensuring regional energy security and sustainable use of water resources in Central Asia.

Uzbekistan's Minister of Energy, Jurabek Mirzamakhmudov, welcomed the participants and emphasized the government's readiness to provide comprehensive support for the project.

“We are pleased to welcome participants of the tripartite cooperation for the construction of Kambarata HPP-1 in Tashkent. This project will bring significant benefits to the entire region, enhance energy security, accelerate the transition to a 'green' economy, and ensure efficient use of water resources,” he stated.

The head of Kyrgyzstan's energy ministry, Talaybek Ibraev, noted that Kambarata HPP-1 has garnered considerable interest from international financial institutions and development partners. “This project is of immense importance for Kyrgyzstan as it fosters regional cooperation and long-term development in Central Asia. Today's roundtable in Tashkent continues a series of meetings that have previously taken place in Vienna, Brussels, and Washington in 2024, facilitating coordination and accelerating project implementation,” he emphasized.

Kazakhstan's Deputy Minister of Energy, Sungat Yesimkhanov, highlighted the political will of the three countries and their readiness to work together. “Today's meeting confirms the strengthening of cooperation in the water-energy sector. The implementation of the Kambarata HPP-1 construction project will ensure long-term stability and will contribute to socio-economic development in the region,” he noted.

The governments of the three countries have requested the World Bank's assistance in preparing and financing the project. As part of the technical assistance provided, work is underway to develop a feasibility study, including assessments of the technical, economic, financial, environmental, and social aspects of the project.

The World Bank's Regional Director for Central Asia, Tatyana Proskuryakova, stated: “The World Bank is pleased to support the three countries' commitment to ensuring a stable energy future for the region, accelerating its economic growth, and improving the quality of life for citizens. We will continue to provide technical support and engage international partners to implement this important project.”

During the roundtable, the parties agreed on key principles for the joint implementation of the project, approved the main stages and structure of its execution. Participants emphasized the necessity for regular meetings at the ministerial level and with the involvement of international donors to coordinate efforts and ensure steady progress.
