The event was attended by representatives from international financial institutions and organizations, as well as officials from various ministries and departments, including the Ministry of Construction and Housing and Communal Services, the Ministry of Energy, the Ministry of Health, and the Ministry of Preschool and School Education.
During the discussions, measures were proposed to enhance the energy efficiency of buildings, utilize renewable energy sources, and reduce energy losses. The results of the analysis of centralized heating systems were also discussed, highlighting the need to address existing issues and implement modern technological solutions. As a result, a draft Presidential Decree was identified, which aims to implement these measures with specific approaches in mind.
The draft Decree includes measures to expand the use of energy-efficient technologies, improve the energy efficiency of buildings, integrate renewable energy sources, minimize energy losses, and develop sustainable heating systems.
In developing the draft Decree, the experiences and recommendations of international partners such as the World Bank, the European Bank for Reconstruction and Development, the Asian Development Bank, the International Energy Agency, and other organizations were taken into account.
During the roundtable, international experts presented their insights, including Charles Cormier, the regional director of the World Bank for Infrastructure, Stephanie Gill, the regional manager of the World Bank for Energy and Mining, and Alfredo Bano, a senior energy specialist from the Asian Development Bank. They shared strategies and recommendations for enhancing the energy efficiency of buildings and heating systems. Representatives from the United Nations Development Programme (UNDP), the International Finance Corporation (IFC), GIZ, and other organizations also contributed important suggestions regarding the use of "green technologies" to modernize the heating sector in Uzbekistan.
Particular attention was given to improving the quality and reliability of heating services, enhancing energy efficiency in social facilities, implementing energy-efficient technologies, attracting foreign investments, and ensuring the financial sustainability of the sector. Programs aimed at increasing energy efficiency, funded by international financial institutions, and their impact on the sustainability of these programs were also discussed.
In conclusion, it was emphasized that the draft Decree holds significant importance for ensuring energy stability in the country, enhancing the quality and reliability of heating services, creating favorable conditions for attracting foreign investments in the sector, and establishing a new energy efficiency market in Uzbekistan. The importance of ongoing cooperation between government agencies and international partners for the successful implementation of reforms and the collective efforts to improve energy efficiency in the country was also noted.
