Topics of emissions reduction and enhancing "green" budgeting were discussed.

A seminar was held at the Ministry of Economy and Finance of Uzbekistan, focusing on the assessment of the second phase of the green economy-based lending program. The discussion primarily concentrated on climate change adaptation issues and the mechanisms of government support aimed at achieving this goal.

- Implementation of a greenhouse gas emissions monitoring, reporting, and verification (MRV) system at the national level,

- Introduction of "green" budgeting and taxation.

The seminar served as a crucial platform for exchanging views with international experts, including Patrick Blin, head of the Management Group of the French Development Agency (AFD), Dr. Rupinder Singh, AFD consultant, and Marina Moro, program coordinator at Expertise France. From Uzbekistan, participants included Shokhzod Islamov, head of the Transition and Green Economy Development Coordination Department at the Ministry of Economy and Finance, along with other specialists.

The seminar aimed to evaluate the second phase of the program, which focuses on supporting Uzbekistan's state budget through the provision of credit resources. Discussions emphasized the significance of political and institutional strengthening, the implementation of green financial policies, and stimulating investments from both the state and the private sector.

Attention was given to the development of greenhouse gas emissions monitoring systems and the preparation of a report on the achievements in green economic growth in Uzbekistan.

The program evaluation was based on five key questions: relevance, compliance, effectiveness, impact, and sustainability. The results indicated that the PBL program played an essential role in setting priorities for green economic growth and engaging the government. It was also highlighted that to ensure long-term sustainability, continued external assistance and internal political reforms are necessary.

Recommendations derived from the evaluation results underscored the importance of enhancing cooperation with developing partners, continuing political dialogue, and raising public awareness about Uzbekistan's green initiatives.

This seminar reaffirmed Uzbekistan's commitment to sustainable development of a green economy. The Ministry of Economy and Finance will continue to collaborate with international partners to implement effective policies and attract resources for sustainable development.
