Tursunov graduated from Tashkent State University of Oriental Studies and the Institute of Philosophy and Law named after I. Muminov at the Academy of Sciences of Uzbekistan.
Since 2005, he has held various positions within the Ministry of Foreign Affairs, both in the central office and at the Embassy of Uzbekistan in Beijing. He also served as the director of the Institute for Strategic and Interregional Studies (ISMI) under the President of Uzbekistan and as the deputy director of the International Institute of Central Asia.
Since 2023, he has been serving as the advisor-ambassador of the Embassy of Uzbekistan in China and the permanent representative at the SCO Secretariat. Tursunov holds a PhD in philosophy and is the author of over 25 scientific publications.
