Earlier, it was reported , that on February 15, a brutal murder occurred in the Uzun district: unknown assailants killed a woman and her two children, then set their house on fire to conceal the crime. Despite the fact that 12 days have passed since the tragedy, the investigative team has yet to solve the case.
According to Kun.uz, a 50-year-old man named Tokhir Khaitov, detained in connection with the investigation, died in the premises of the police department.
Relatives of the deceased informed the publication that he lived in the same neighborhood where the murder took place and was the head of the "Abdusalim Barlos" farm. He was taken to the police station by law enforcement officers and never returned.
"They searched our home and took our father. Most of the detainees were interrogated for 3-4 hours and released, but he was held for 2 days. We were not allowed to see him, being told that an investigation was ongoing. The next day, on the morning of February 25, we went back to the station, where the officers informed us that he died of a heart attack.
"But he had no heart problems; he was healthy. We were not allowed to be present at the autopsy, and no one explains what happened. We saw bruises on his hands, face, and body. We believe he was tortured and that a crime was attempted to be pinned on him.
"In recent days, members of the republican working group have also been involved in the investigation. When we started searching for the body, the police department said it was in the morgue of another district, but it was not there. Only after we demanded explanations did the district hokim himself inform us that the body was in the local morgue," the son of the deceased recounted.
Social media is spreading reports that Tokhir Khaitov was subjected to torture.
"As always, law enforcement officers are trying to justify themselves, claiming that he died due to health issues. However, according to available information, Tokhir Khaitov was subjected to brutal torture in the detention facility for three days. He even managed to call relatives and inform them about this, asking for help. However, while the family was looking for acquaintances to resolve the issue, he passed away," the reports state.
Kun.uz, while investigating the situation, obtained a copy of the court decision issued against Tokhir Khaitov by Uzun District Court judge A. Alikulov on February 24. According to the document, the day before his death, he was charged with "routine" - Article 183 of the Administrative Offenses Code (Petty Hooliganism) - and sentenced to 6 days of administrative detention. However, discrepancies were found in the court decision.
Relatives claim that on February 23, police officers searched Tokhir Khaitov's home and took him away. At the same time, the court ruling states that he allegedly caused a disturbance in the "Navruz" neighborhood.
The ruling states that Khaitov "got into a verbal altercation with citizen U. Karabaeva in the building of the Navruz neighborhood committee, insulting her with indecent words." However, later in the same document, the "victim" suddenly changes to M. Juraeva. Furthermore, the ruling mentions "objective evidence collected in the case," but does not disclose its content.
The family was not informed about the court proceedings or that their breadwinner was sentenced to 6 days of administrative detention.
According to the document, the execution of the punishment began on February 24 at 18:00, and on the morning of February 25, the detainee passed away.
The editorial staff of Kun.uz sought clarifications from the press secretary of the Ministry of Internal Affairs, Shokhrukh Giyasov, but he only replied that the prosecutor's office could provide comments on the matter.
The press secretary of the General Prosecutor's Office, Khayot Shamsuddinov, did not respond to the request from Kun.uz at all.
The editorial team has a special message prepared regarding the death of Tokhir Khaitov. It states that "he was found guilty by the court's decision and sentenced to 6 days of administrative detention. During his transfer to the administrative detention facility in Termez, his condition deteriorated, after which he was taken to the emergency room of the Saryasiya district, where he passed away."
Administrative detention as a "classic method" of pressure
In the practice of operational investigative groups, administrative detention is often used as a tool of pressure. To interrogate a suspect in the police department, they are charged with petty hooliganism, insult, or disobedience to the lawful demands of a law enforcement officer. Whether the person committed the alleged offenses or not is irrelevant: the courts dutifully fulfill their part of the "work."
An example of this is the case related to the attempted assault on former official of the Presidential Administration, Komil Allamjonov. At that time, seven of his employees (driver, security guards, cook, and others) were sentenced to 15 days of administrative detention for "disobeying the demands of a law enforcement officer." However, after the case was reviewed by the Supreme Court, all of them were acquitted.
