A Tashkent-based company is set to launch a "Paid Parking" program.

The Tashkent Investment Company organized a tender aimed at developing and modernizing software for managing parking spaces in the capital.

According to the terms, the work must be completed within 270 calendar days from the date of contract signing.

The initial contract value was 8.2 billion sums. Two companies participated in the tender: the Russian company "Intermobility" and the Uzbek company "Streetpark Systems." The winner was recognized as LLC "Streetpark Systems," which proposed to complete the work for 6.78 billion sums, scoring the maximum of 100 points. "Intermobility" took second place with 97.9 points. Six out of seven commission members supported the protocol, while one participant abstained.

The company "Streetpark Systems," registered in November 2024, received the right to organize paid parking in Tashkent. The main founder of the company is Kudratbek Yakubov, who owns 75% of the shares, while the remaining 12.5% belong to Hungarian companies iCell Mobilsoft Zrt and Kasy Park. Yakubov also manages other enterprises, such as "Leader Great Trade" and "Prime Auto Consulting."

It should be noted that the results of another auction for organizing parking were annulled due to the winner's failure to fulfill obligations regarding the signing of the land lease agreement. The company "Balkomuz," which lost a deposit of 572 million sums, is prohibited from participating in auctions for a year.

The idea of creating paid parking in Tashkent emerged back in 2021 as part of the urban transport development concept. It was anticipated that the introduction of parking fees would reduce congestion on central streets. Initially, it was planned to establish parking on ten streets, but in February 2022, the project was expanded by a presidential decision.

On October 16, 2024, the mayor of Tashkent, Shavkat Umurzakov, approved the tariffs for parking zones, which were divided into five categories:
— Zone 1: 12,000 sums per hour;
— Zone 2: 10,000 sums per hour;
— Zone 3: 8,000 sums per hour;
— Zone 4: 6,000 sums per hour;
— Zone 5: 5,000 sums per hour.

The total area designated for parking is 262.8 thousand square meters, covering key areas of the city: central streets such as Amir Temur Avenue, Mavarunnakhr and Istiklal streets, as well as the districts of Uchtepa, Chilanzar, Sergeli, Yangihayat, Almazar, Shaykhontakhur, Bektemir, Mirabad, and Yashnabad.

According to the law "On Road Traffic," adopted in January 2024, parking owners can independently set their tariffs while adhering to the established maximum limits approved by the Cabinet of Ministers and the Tashkent hokimat.
