The capital's budget has been approved – key indicators.

The projected revenue for the city budget of Tashkent in 2025 is expected to reach 9.4 trillion sums. The primary source of income will be the personal income tax, amounting to 1.8 trillion sums. Nearly two-thirds of the total expenditures will be allocated to three main areas: subsidies for heating supply at 2.71 trillion sums, medical insurance at 2.25 trillion sums, and subsidies for public transportation at 1.2 trillion sums.

At the session of the Kengash of people's deputies of Tashkent, held on December 26, 2024, the budget for the capital for 2025 was approved . As in previous years, the budget project was not put up for public discussion before its approval.

According to forecasts, the gross regional product of Tashkent is expected to grow by 8% in 2025, 7.5% in 2026, and 7.2% in 2027. Specifically, this year's figure is projected to reach 302.3 trillion sums.

Revenues

The revenues of the Tashkent city budget, excluding districts, are projected to be 9.434 trillion sums. This is 47% more than in 2023 (6.4 trillion sums) and 14% more than in 2024 (8.07 trillion sums). Including transfers and district budget revenues, the total revenues will amount to 11.4 trillion sums.

Personal income tax (PIT) is the largest source of revenue for the city budget, amounting to 1.8 trillion sums (an increase of 18.2% compared to last year).

Other significant sources of revenue include: corporate property tax (1.59 trillion sums, an increase of 27.6%), profit tax (1.07 trillion sums, an increase of 34.4%), land tax for legal entities (977 billion sums, an increase of 37%), turnover tax (913 billion sums, an increase of 28%), excise tax (730 billion sums, an increase of 42%), and state duty (682 billion sums, an increase of 12.5%).

It is also planned to collect 821 billion sums in fines, which is 33% more than was projected last year.

Expenditures

The total expenditure of the Tashkent city budget for 2025 will amount to 9.697 trillion sums.

A significant portion of the expenditures will be directed towards covering losses related to the application of reduced tariffs for heating services – 2.71 trillion sums. This is 37.5% more than the forecast for 2024 (1.97 trillion sums) and almost 70% more than the forecast for 2023 (1.6 trillion sums).

Subsidies for public transport in 2025 are set at 1.2 trillion sums, while covering metro losses is projected at 683 billion sums (576 billion sums in 2024).

It is planned to allocate 911.9 billion sums for the repayment of loans and borrowings, which is nearly double the amount in 2024 (480.4 billion sums).

Additionally, 2.25 trillion sums will be allocated to the Medical Insurance Fund, 635 billion sums to the Beautification Department, 215 billion sums to the Health Department, and 184 billion sums to the Tax Department. For the repair and modernization of elevators in multi-storey buildings, 165 billion sums will be allocated.

Among the districts, the highest forecast for revenue and expenditure is for the Mirzo-Ulugbek district – 166 billion sums, while the lowest is for the Bektemir district – 76 billion sums.
