Uzbekistan will officially start using electronic copies of identity documents and other paperwork.

According to a resolution from the Cabinet of Ministers, starting from July 1, 2025, government agencies and other organizations in Uzbekistan will be required to accept electronic copies of identity documents as well as other official papers, including ID cards, marriage certificates, driver's licenses, power of attorney, and more.

These changes are associated with the implementation of unified digital services within the framework of the inter-agency integration platform of the "Digital Government" system. Through the my.gov.uz portal and the "Social Card" mobile application, digital versions of the following documents will become available:

  • Biometric passport of a citizen of Uzbekistan;
  • ID card;
  • Driver's license;
  • Birth certificate;
  • Marriage certificate;
  • Divorce certificate;
  • Vehicle registration certificate (technical passport);
  • Pension certificate;
  • Residence permit (ID card for stateless persons);
  • Disability certificate;
  • Compulsory vehicle insurance policy;
  • State-issued diplomas and certificates;
  • Student ID;
  • Certificate of individual entrepreneurship registration;
  • Self-employment certificate;
  • Cadastral passport of a residential property;
  • Power of attorney for managing personal transport.

Electronic copies of these documents will be recognized on par with paper versions, including by banks, notary offices, airports, train stations, government agencies, and when obtaining various state and commercial services. This innovation will reduce bureaucracy and facilitate access to important documents.
