The new regulation applies to goods ordered through foreign marketplaces (Amazon, AliExpress, Wildberries, and others) as well as to personal packages sent between individuals via international courier services.
The existing duty-free import limit for personal use remains at $1000 per quarter.
If the value of packages during this period exceeds the limit, a uniform customs fee of 30% will be charged on the excess amount.
Courier companies (DHL, FedEx, UPS, and others) are responsible for paying the fee, not the individuals. However, delivery services may incorporate these costs into their service fees.
This new rule is also aimed at combating the illegal importation of commercial goods disguised as personal shipments.
