Uzbekistan may introduce penalties for placing obstacles on roadways.

In Uzbekistan, there are plans to introduce accountability into the administrative code for the establishment of illegal barriers and other structures that obstruct vehicle movement. The relevant bill has been approved by the Legislative Chamber of the Oliy Majlis in its second reading.

The bill establishes regulations that prohibit the movement of vehicles (except for special vehicles) on sidewalks, pedestrian and bicycle paths, as well as in green zones adjacent to them.

Amendments are made to Article 128 of the Administrative Offenses Code, which impose liability on drivers for operating vehicles on sidewalks, bicycle, and pedestrian paths, as well as in green zones.

Additionally, changes are made to Article 147 of the Administrative Offenses Code, which establish liability for the installation of illegal obstacles, road blockages, and the erection of other structures that impede the movement of road users.
