Funds were allocated for the maintenance of helicopters and real estate, justifying this by the necessity to fulfill old contractual obligations and to prevent asset devaluation.
The decision made by the State Secretariat for Economic Affairs (SECO) raised questions, as the funds were directed towards property maintenance rather than essential needs.
Two helicopters, valued at approximately 12 and 15 million francs each, are located at the Le Castellet airfield in southern France. Geneva trustees reported that there are many unpaid bills for their maintenance and hangar rental. One local company has already initiated legal proceedings to seize one of the helicopters.
Usmanov's lawyer stated that both helicopters and the estate do not belong to Usmanov or his sister, but to trusts established by him many years ago. In its ruling, Seco indicated that these trusts are "directly or indirectly" under the control of Usmanov or his sister.
