The Tashkent mayor concealed the decision to allocate 100 billion soums for heating subsidies.

Tashkent, Uzbekistan – According to AN Podrobno.uz. In October of last year, the mayor of Tashkent, Shavkat Umurzakov, decided to allocate 100 billion soums from the local budget for subsidies to cover heating and hot water costs. However, this document was kept from the public, which is in violation of the law.

Daryo.uz has drawn attention to this case. The publication notes that the concealed document was marked with a comment stating that "this document is hidden due to the presence of personal data, guardianship and sponsorship information, or other types of information restricted in accordance with current legislation." However, the content pertains to budgetary funds, which cannot be concealed.

According to the document, the allocated funds were directed towards settling debts for heating and hot water, as well as expenses related to thermal energy supply. The decision was based on a resolution from the Cabinet of Ministers dated September 22, 2021, which regulates the heating supply system in Tashkent, including the operations of the French company Veolia, which manages the city's heating.

Budget funds were distributed across the city's districts:

  • Yakkasaray District – 4.42 billion soums;

  • Shaykhantahur District – 7.16 billion soums;

  • Sergeli District – 2.89 billion soums;

  • Uchtepa District – 8.13 billion soums;

  • Mirzo-Ulugbek District – 14.1 billion soums;

  • Yangihayot District – 3.64 billion soums;

  • Bektemir District – 2.37 billion soums;

  • Chilanzar District – 8.05 billion soums;

  • Yunusabad District – 7.46 billion soums.

However, the decisions of the khokims of the Yashnabad, Almazar, and Mirabad districts were not found in the public domain. This may suggest that information regarding the allocation of funds in these districts was also concealed.

The decision of the khokim of Shaykhantahur District was marked as "for official use only," indicating its secrecy. However, it might have been disclosed through the justice department.
