In Uzbekistan, governors will be granted the authority to appoint and dismiss heads of local departments of ministries and agencies.

Uzbekistan, Tashkent – According to AN Podrobno.uz, starting January 1, 2025, regional and city administrations in Uzbekistan will be granted expanded powers. This includes the authority to appoint and dismiss leaders of local departments from eight ministries and agencies. These changes are aimed at enhancing business support and improving the effectiveness of local governance, as reported by a Podrobno.uz correspondent.

According to the presidential decree dated December 20, hokimyats will be able to establish Public Councils of Entrepreneurs for ongoing interaction with the business community.

Additionally, they will have the authority to reward or hold accountable the heads of the following departments: economy and finance, poverty reduction and employment promotion, investments, industry and trade, agriculture, construction and housing and communal services, culture, family and women, as well as the Youth Affairs Agency.

Over the course of one year, from January 2025 to January 2026, a legal experiment titled "Serving the Interests of the Population and Entrepreneurs" will be conducted in 15 selected districts and cities. The aim of the experiment is to enhance the efficiency of operations and the quality of management within the hokimyats. Within this project, project offices will be established, directly subordinate to the hokims, to implement socio-economic initiatives from concept to result.

The staff of the project offices will be composed of current employees from local branches of ministries and agencies. Ministries are permitted to utilize off-budget funds to incentivize employees of these offices with one-time rewards up to ten times the minimum wage, depending on the effectiveness of the projects they implement.

Furthermore, ministries have been instructed to organize staff rotations and involve deputy hokims in the central apparatus for the exchange of experience and training in modern management techniques. The Agency for the Development of Public Service, in collaboration with the Ministry of Justice, will develop a draft resolution to implement these measures within two months.

It is worth noting that starting next year, local budgets in Uzbekistan will receive increased revenues.
